In cold climates, some different species of shrubs can be your options. For instance, the Arnold Dwarf border forsythia can resist extreme coldness and they can grow up to 4 feet in height. You should plant them in well-drained soil as well with adequate sunlight during the day. The paleleaf barberry can also be a good choice for cold areas, and their tiny yellow blossoms will be produced in late spring.
